Temporary annex accommodation at Roylands, Croyde, Braunton
Summary of planning committee decision
Decided by North Devon Planning Committee on 3 Sept 2025.
The site
The single-storey cabin lies on the edge of a Croyde holiday park, near the applicant’s dwelling and accessed by a private track.
“Site Description The site relates to a holiday let cabin, which is part of, albeit on the edge of an existing holiday park, in Croyde. The site is accessed via a private track from Moor Lane and is on the west side of Croyde. The cabin is of a single storey design and occupies a small plot, which is close to the dwelling known as The Old Coach House, which is owned by the applicant. The following, constraints / designations are of relevance:”
“Within Adopted North Devon Coast National Landscape (AONB) Within Adopted Coast and Estuary Zone Landscape Character is: 4C Coastal slopes and combes with settlement Within adopted Development Boundary: Croyde Development Boundary ST07”
Officer report
Why officers supported it
Officers considered the cabin suitable as a temporary annexe for an elderly family member, with no significant design, amenity, ecological or highway harm.
“Officers accept that the intention is for the accommodation to temporarily act as an annexe to allow for an elderly family member to live next to and benefit from the care of a family member living at the Old Coach House, which is a short distance to the southwest of the cabin (see plan below showing relationship of the two properties).”
“The lodge would be used as an annexe to accommodate a family member in close proximity to the applicant’s primary residence, rather than as an unrestricted dwelling. • The personal circumstances of the applicant and their elderly relative are recognised as justifying need for annexe accommodation to provide care.”
Officer report
Consultation responses
The parish council recommended approval, Environmental Health raised no objection, and no comments were received from the National Landscape.
“Georgeham Parish Council recommend approval of this application with the following comments.”
“Environmental Health Manager Reply Received: 08/08/2025 I have no objection to the proposed temporary change of use to residential use ancillary to the main dwelling 'Roylands'.”
Officer report
What neighbours said
One neighbour supported care close to the applicants, while another said the use should be temporary and remain part of the main house.
“One letter of support received from an adjacent neighbour commenting that, this change of use to enable their relative to live close by will help the applicants know that their relative is safe and they are able to look after them easily on a daily basis. In turn this will make their lives easier personally and also help them be able to balance the management of their holiday homes and campsite business, which is a great benefit to Croyde village.”
“A further representation has been received commenting that the approval should be on a temporary basis and that the property must remain a part of the main house and cannot be sold separately.”
Officer report
Committee questions
The planning officer corrected the host-property wording in condition two and confirmed that the annexe would be associated with that property.
“The Planning Officer advised the Committee of a typographical error in condition 2 in the report which should refer to “The Old Coach House” and not “Roylands Lodge”.”
“That the use of the annexe would be in association with the host property.”
