Local needs self-build dwelling at Land off Bottoms Lane, Darracott

Summary of planning committee decision

Decided by North Devon Planning Committee on 3 Sept 2025.

80252Refused

The site and surroundings

The site is in open countryside, within the North Devon Coast National Landscape, on a prominent hill reached by a narrow single-track lane.

“The application relates to a site located within the countryside. The site is part of a field that compromises a row of small equestrian buildings and a riding arena. The site is at the top of a hill, within designated National Landscape (formerly know AONB), and is visually prominent. The land is currently in use for the keeping of horses.”

“The site is reached by a narrow, single-track lane, which for approximately the last fifty metres is an unmade track. This leads further up the hill and eventually terminates in a dead end. Due to the high, prominent position, there are views of the surrounding countryside in all directions.”

The decision and reasons

Permission was refused because the dwelling was in an unsustainable countryside location and would harm the surrounding National Landscape.

“The provision of a single dwelling in the open countryside, outside of any defined development boundary and outside of a Rural Settlement or Village in an unsustainable location, without any acceptable robust justification, is considered to be contrary to Policies ST01 and ST07 of the adopted North Devon and Torridge…”

“The proposed development, by reason of size, siting and residential appearance would be unacceptably harmful to the character and appearance of the surrounding area which is a designated ‘National Landscape’ contrary with Policies ST14 and DM08A of the North Devon and Torridge Local Plan and Policy BE5 of the Georgeham Parish Neighbourhood Plan.”
