“Planning permission is sought for the change of use of the existing vacant property from office (Class E(g)) to supported living (Class C2) to provide 8x accommodation units for vulnerable single young adults aged 18-25, including care leavers. The proposal is part of the Council’s efforts to reduce homelessness and created a provision suited to the needs of homeless young people in a more cost-effective way.”

“External works proposed within the application include the provision of a new fire escape whilst the windows, doors and other external materials would be upgraded to match the existing appearance. The proposals would also upgrade the existing refuse and cycling stores at the forecourt as well as landscaping works in the forecourt and rear garden.”

“Locational suitability and Local Area Risk Assessment 1.21 The proposal would be located around 400m west of the Forest Gate District Centre (5-10 minutes’ walk), a designated town centre, which could provide services and facilities for the future occupants of the property. Whilst not directly on a Key Movement Corridor, the property is two streets away and less than 200m from Romford Road, a Key Movement Corridor.”

“In order to comply with fire safety regulations, the proposed development would be required to modify the existing external fire escape stairs to the first floor. The proposed works would involve alteration works to the pitched roof of the existing bay window on the western elevation to provide a landing. Considering the scale and nature of this proposed modification works, they are considered to be generally subservient to the existing built form.”

“The proposed modification works to the fire escape would be on the western elevation immediately adjoining the boundary with No. Clova Road. The proposed landing and new opening for the external door would be facing No. Clova Road. However, there is no fenestration on the upper floors on the eastern elevation of No. Moreover, it is understood that the proposed fire escape would not be used unless in emergency situations.”
