Substation extension at Margam Substation, Margam
Summary of planning committee decision
Decided by Neath Planning Committee on 3 Mar 2026.
What was proposed
The application proposed extending the existing substation, adding a GIS Hall and new amenities building, with drainage, flood protection, access and ecological works.
“The application seeks full planning permission for the extension of the existing 275km substation, the erection of a Gas Insulated Switchgear Hall (GIS Hall) and the demolition of the existing control and amenities buildings to enable the erection of a new amenities building.”
Officer report
The site and its setting
The site is a 15.46-hectare low-lying wetland area beside the existing substation, railway, Tata Steelworks and other industrial facilities.
“The application site is located in Margam, Port Talbot and lies immediately northeast of the existing National Grid air insulated substation. The site is also located to the east of the main Swansea to London national railway line and Tata Steelworks, and to the south of the A4241 Harbour Way (PDR). The site measures approximately 15.46 hectares and is rectangular in shape and includes part of the private road off the A48 Margam Road that provides access for the site.”
“The site is relatively flat, low-lying wetland habitat and beyond this the surrounding area is characterised by industrial development, due to the proximity to Tata Steelworks and Western Wood Energy Plant and the British Oxygen Company Ltd (BOC) plant located to the east of the application site.”
Officer report
Why officers recommended approval
Officers considered the benefits of essential infrastructure and support for steelmaking outweighed ecological, drainage and flood-related harms, subject to mitigation and conditions.
“In conclusion, the development would result in ecological disturbance and affect the existing local drainage network on site, due to the loss of 1.67ha of SINC habitat, together with some limited implications for flood risk. These matters are material and require appropriate mitigation to ensure alignment with PPW12’s emphasis on climate resilience, biodiversity protection, and the sustainable use of natural resources.”
“Subject to the implementation of the proposed ecological enhancements, sustainable drainage solutions, flood-resilient design measures, and the delivery of an off-site net biodiversity benefit, the residual impacts are considered to be reduced to an acceptable level.”
