Barn conversion amendments at Property Known As Oxpool Barn Argoed Road, Earlswood

Summary of planning committee decision

Decided by Monmouthshire Planning Committee on 7 Sept 2026.

DM/2025/01111Approved

What was proposed

The application sought to modify or remove conditions and make minor material amendments to the approved barn conversion design.

“Proposal: Modification and/or removal of conditions 4,6,7,8 and 9 of planning permission M08655, including minor material amendments to barn design. Address: Property Known As Oxpool Barn Argoed Road Earlswood Shirenewton Monmouthshire Applicant: [the applicant]: Floor Plans - Proposed 2437 202 D - , Elevations - Proposed 2437 203 D - , Block Plan 2437_1 C - , Ecology Report PEA - Abbey Sanders, Green Infrastructure Appraisal/Statement - , RECOMMENDATION: Approve Case…”

“In May 2002, full planning permission was granted, subject to conditions for the conversion of as barn to a residential property, M 6862. In 2005 full planning permission was granted for amendments to that scheme, M8655. That application was subject to 9 conditions. There is evidence that work on site commenced with a genuine intention of continuing the work.”

Officer report

What consultees said

The highway authority, biodiversity officers, Natural Resources Wales and the drainage body raised no objections, while the community council requested further ecological and landscaping information.

“Shirenewton Community Council would like to make the following comments: SCC welcomes the explanations received from MCC's planning officer and the Applicants. SCC's comments on conditions 4, 6, 7, 8, and 9 still hold, and a full bat and bird nesting survey should be conditioned, as should a comprehensive landscaping and planting scheme.”

“It has been clarified that vegetation clearance works at the site have now been completed. On this basis, the need for a dormouse mitigation license is no longer applicable to the current proposals. The submitted information include sufficient biodiversity enhancement features to provide an overall net benefit for biodiversity.”

Officer report

Concerns from others

A neighbour and the local member raised concerns about ecology, limited earlier work, demolition, visibility, planning history and the removal of conditions.

“Work on site started 20 years ago and was minimal, since then the site has become overgrown Impact on Ecology • The planning history has been removed online • The work which has been undertaken bears no resemblance to the original plans The site is visible from the road • Ecology survey inappropriate • Double standards are being applied to both planning and wildlife legislation.”

“I support the concerns raised by the Shirenewton community council and the request for further information and comments from the MCC biodiversity/ ecology officer. Concerns regarding dormice. Concerned about the removal of an internal wall and roof. Whilst the application proposes to only modify some of the conditions it is important to note that original conditions 1 and 2 with regards to Highway Comments still apply.”
