“The site currently houses the vacant Santander office building and associated car parking located within an existing employment area, as per the Policy Map of Plan:MK. The site is located adjacent to Buckingham Road in west Bletchley, with the adopted highway forming the boundary of the site to the north and Water Eaton Road bordering the site to the east. To the west and south is Eight Belles Park.”

“The site is located within Flood Zone 1 and therefore at low risk of flooding from rivers. However, parts of the site fall within an area of medium risk for surface water flooding and areas of Buckingham Road are at a high risk. Why officers supported it

Officers accepted conflicts involving employment land, affordable housing and parking because brownfield housing, economic and social benefits outweighed them and impacts could be controlled.

“PLN/2025/0702 area and does not result in an improvement to the environment comparative to the lawful use with lacking information relating to other local employment opportunities. The development therefore conflicts with Policy E3 of the WBNP and policy ER2 of Plan:MK. Whilst the redevelopment aligns with the principal use proposed within the CBPA and aligns with policy SD16, it is acknowledged that the WBNP takes precedent in respect of protection of employment land.”

“However, paragraphs 124 and 125(c) of the NPPF give substantial weight to the redevelopment of brownfield land and effective use of land for homes. In addition, the economic benefits arising from the development during the construction period and supporting future economic growth within the local area and the significant weight afforded to the provision of new housing attract significant weight.”

A Member queried current car park use; officers confirmed it was private storage whilst the building was not in use, and did not factor into the application.”
