Officer report

Officers’ recommendation

Approval was recommended because the proposal was considered to comply with countryside policy and have acceptable design, parking, access and environmental effects.

“PPS 21 Sustainable Development in the Countryside CTY 1 – Development in the Countryside Development in the countryside is controlled under the provisions of PPS 21 Sustainable Development in the countryside. Policy CTY 1 provides clarification on which types of development are acceptable in the countryside. As the proposal is a necessary community facility to serve the local rural population I consider CTY 1 is the relevant policy which applies in this instance.”

“The modular units will be located behind the existing buildings at the site and are characteristic of buildings used in an educational setting, so I have no concerns about the scale, massing and design of the buildings. In terms of sewage, it is stated the proposal will connect to Cabragh WWTW and NI Water were consulted as the statutory consultee.”

Officer report
