Officer report
Officers recommended approval
Officers considered the proposal appropriate in scale, design and use, and recommended approval under planning policy.
“I consider having taking account of the available historical orthophotography, google street view and site inspection that this proposal is for the expansion of an established economic development use. It is for the expansion of an established quarry recycling solutions workshop to provide a secure research and development workshop, as such the provisions of Policy PED 3 apply.”
“I am also content given the nature and location of the site the vehicular access arrangements provided are suffice. I considered the extension, and ancillary works acceptable for this site and locality. It is typical of a building for this type of use and in keeping with the existing building on site. No additional infrastructure is required, and the proposal will utilise, through alteration, existing access arrangements.”
Officer report
Consultation responses
Environmental Health and DFI Roads raised no objections subject to conditions covering noise, amenity, parking, turning and traffic arrangements.
“Noise pollution Traffic congestion Consideration of objections The first concern was the level of odour emanating from a chimney on the site along with associated smoke. On my site visit there was no smell of anything from the site or indeed the proposed building. EHO were consulted and did not raise any concerns in this regard either. The next concern raised by the objector was regarding the noise levels from the site.”
