Officer report
The site and surroundings
The site is a 0.13-hectare rectangular parcel within Coalisland’s settlement limits, containing a semi-detached bungalow and detached garage.
“…the Dungannon and South Tyrone Area Plan (DSTAP). As can be seen below the land adjacent to the north and east of the site are zoned for Housing under CH 07 in DSTAP. The site measures approximately 0.13 hectares and is 75 metres at its deepest and 17.5 metres at its widest. The dwelling within this curtilage is a semi-detached bungalow, of which both dwellings have box dormer windows to the front.”
Officer report
Main planning concerns
Officers considered the proposal overdevelopment, with inadequate private amenity space, possible overlooking, sewage difficulties and unresolved road-safety concerns.
“Officers do not feel the scale and form of this proposal is sensitive to the size, character and function of this part of Coalisland. It is also considered this proposal constitutes overdevelopment of this site as it has failed to adequately address the opportunities and constraints of the site and its surroundings.”
“This proposal does provide for 2 parking spaces however manoeuvring within the wider space may be constrained. The minimal amenity space for both properties also has implications on the amount of available space for the manoeuvring and turning of vehicles. Currently No 15 has an area to the rear, side and front of the property which adequality accommodates for the parking and turning of vehicles associated with this property.”
Officer report
Committee decision
The committee agreed to defer the application for an earlier office meeting.
“Agreed that application be deferred for an office meeting earlier in meeting.”
