The site was a 0.91-hectare agricultural field between two properties on a narrow rural road, with hedgerows, a watercourse and nearby farm buildings.

The surrounding area is typically rural with agricultural use dominating the area with scattered detached dwellings along the roadside or laneways and parcels of wooded areas throughout the landscape.”
“The western boundary is defined by a concrete block wall from the roadside to midway the site, with the southern half undefined. This wall is approximately 20 metres long and defines a pen enclosure closest to the roadside with a gate allowing access into the field and a dung heap. The dwelling this application seeks to retain is not included within the red line of the application site but is included within the applicant ’s blue land.”

Why officers advised refusal
Officers considered the off-site position unjustified, too detached from the existing dwelling, harmful to the landscape and likely to create ribbon development.
“It is considered the separation distance between this building and an off-site dwelling would be too great resulting in both buildings being viewed as separate entities. The curtilage of the applicant’s existing dwelling is quite restrictive as can be seen from the orthophotograph above, as the dwelling is sited on a farm holding with agricultural buildings to the south and access roads to the north and west.”
“The siting of an off-site replacement dwelling on this application site would also create a ribbon of development along this part of the Dunamony Road. No demonstrable landscape, heritage, access or amenity benefits have been identified as to the reasoning of siting the proposed dwelling off-site and therefore it is considered this proposal fails to comply with the provisions of CTY 3.”

“Other Considerations In addition to checks on the Planning Portal, the Natural Environment Division (NED) map viewer available online was checked and did not identify any natural heritage interests on or close to this application site to raise any concerns in relation this proposal.”
“The presence of this designated watercourse which bounds the eastern boundary of the site a working strip of minimum width 5m must be marked up on the drawings, be level and be protected from impediments (including tree planting, hedges, permanent fencing and sheds), land raising or future unapproved development by means of a planning condition attached to planning permission granted, in order to allow clear access and egress should be provided at all times.”
