Why officers recommended refusal

Officers considered the proposed route would cut through the field, fail to integrate with the landscape and create a discouraged suburban emphasis.

“…access and laneway proposed, respectively. As seen above in Figs 4 & 5 the access and laneway previously granted followed along the southwest boundary of the roadside field it cuts through however the new access and laneway currently proposed will cut through the middle of the roadside field before sweeping over to the southwest boundary.”

“Whilst I acknowledge under the current proposal additional planting is also proposed to the outside boundary of the lane and to the rear of the site splays to replace the roadside hedge requiring removal to provide the splays, I do not consider it sufficient to integrate the lane cutting through the middle of the roadside field and sweeping over to the southwest boundary. The sweeping driveway creates a suburban emphasis discouraged by PPS 21.”
