I hold the view that as the proposal is not visually linked or sited to cluster with an established group of buildings on the farm it fails under criterion (c) of CTY 10. As it fails to meet CTY 10 of PPS 21, it also fails to meet CTY 1 of PPS 21.”

The HLP stated that from the photograph it is clear that the existing bungalow has road frontage and will create a ribbon of development.”
“The HLP stated that in terms of health and safety, demonstrable reasons have not been set out and that officers would not be directing that a new dwelling on the farm would be within the farm yard, it is on the periphery of the farm yard that it would be visually linked with the group of buildings on the farm.”
