“Outline planning permission, LA09/2022/0113/O has been granted for a dwelling on a farm. This proposal does not propose to use the lane and is proposing to create a new access. The new access is not along an existing hedgerow and will result in the loss of some existing trees.”

“The application site is located approx. 3km northeast of Moy within the open countryside in accordance with the Dungannon and South Tyrone Area Plan 2010. The site is located approx. 70m southeast of 133 Trewmount Road which consists of a two storey dwelling and associated farm complex. The site is a cut-out portion of an agricultural field which rises gently from the southeastern (roadside) boundary to the northwestern (rear) boundary.”

“The principle of a dwelling on a farm has already been established on this site and the previous report has considered the criteria in CTY10. This application in essence relates to the provision of the access for the proposed dwelling.”

Why officers recommended approval

Officers considered the dwelling would not be unduly prominent, would remain screened by vegetation, and would benefit from native hedge planting.

“Members are aware that integration is provided by vegetation, landform and existing buildings. In my view, while there will be the loss of some vegetation to the roadside, the proposed dwelling will not be visible on approach from the north east as the vegetation is kept on the north and south side of the existing entrance. On approach from the south, the dwelling will only be visible for approx.”

“While the guidance does indicate that new accesses should follow field boundaries, due to the existing vegetation and topography of the ground, I do not consider the access here would be unduly prominent. I consider the proposed landscaping of native species hedges will provide compensatory screening in a relatively short period of time.”
