20MW battery storage system at On Lands approximately 140M SW of No 9 Drumrot Road, Moneymore

Summary of planning committee decision

Decided by Mid Ulster Planning on 2 Dec 2025.

LA09/2024/1517/FApproved

What was proposed

The application proposed a 20MW battery energy storage system, a new access and related development in a secure compound.

“Inadequate access, inadequate parking provision and an increase in traffic DfI roads were consulted in respect of the above issues and did not raise any issues regarding access parking or increase in traffic. DfI Roads advised that the proposed development was acceptable subject to the suggested condition.”

“Description of Proposal The proposed development is for a secure compound containing a proposed battery energy storage system (BESS) 20MW, new access and ancillary development. The BESS includes two small single storey buildings which are an NIE switch room and a consumer switch room, two transformers, four Bi-directional power conversion systems and the ninety-two associated outdoor battery cabinets.”

Officer report

The site and surroundings

The site is in an agricultural field 140 metres from Drumrot Road, accessed by a farm laneway and near an existing electricity substation.

“…independently of the fire control system. Therefore, active firefighting tactics, such as applying water to the unit experiencing thermal runaway, is not required to prevent propagation to neighbouring units, meaning that if any firefighting resources are required these will be limited to defensive tactics to protect nearby exposures, if at all.”

“A new extension to the existing laneway has recently been completed and this will serve the proposed site. The site is bounded to the east by a double post and wire fence with a new hedgerow planted between. Due to the topography of the area, the surrounding vegetation and the winding road network, there are limited views of the site on approach from the north along the Drumrot Road, from where the proposed site can be seen best from the front of No.9.”

Officer report

What officers recommended

Officers recommended approval because the proposal was considered acceptable in relation to need, access, landscape, ecology, flooding, noise and safety.

“This is required partially due to specific challenges for electricity supply associated with the Coagh West substation which is associated with the Dale Farm Creamery at Dunman. It is well reported that the creamery operation have been constrained by electricity supply weaknesses.”

“In relation to access arrangements, DFI Roads have not offered any objection, stating in their consultation response of 17 th February 2025, that the proposed access arrangements are acceptable subject to the suggested conditions. Policy CTY 13 states that planning permission will be granted for a development in the countryside where it can be visually integrated into the landscape and provides a range of criteria against which to assess this.”

Officer report

The committee discussion

The Chair asked about a late objection, while officers confirmed it raised no new issues; a member also asked for fair treatment between applications.

“The Chair, Councillor S McPeake referred to the late objection received as referenced in the addendum and asked if this has been considered.”

“[name withheld] advised that the case officer went through the objection today and stated that no new issues have been raised that have not previously been considered. The officer stated there were also two other objections which were considered within the report.”
