Officers found that the farm business was not established for at least six years and that the building’s necessity for efficient farm use was not demonstrated.

“PPS21 is the overarching document for assessing development proposals in the countryside. Policy CTY 1 states that planning permission will be permitted for agricultural and forestry development in accordance with Policy CTY 12. For the purposes of Policy CTY 12, the determining criteria for an active and established business will be that set out under Policy CTY 10.”

“The planning department considers that the previous landowner’s farm business cannot be relied upon to remedy the shortfall in the length of time for which the applicant’s own farm business has been established. Whilst it is accepted that the farm business is currently active, it has not been demonstrated that the farm business has been established for at least 6 years and therefore the proposal fails to meet the requisite criteria under Policy CTY 10.”

Planning Policy Statement 3 – Access, Movement and Parking Policy AMP 2 of PPS 3 permits direct access onto a public road where it does not prejudice road safety or inconvenience the flow of traffic.”
