Officer report
The site and surroundings
The 1.52-hectare triangular field lies between Minterburn Road and Dyan Road within Caledon’s settlement, beside mature trees and nearby homes, a football complex and countryside.
“…condition limiting the removal of any mature trees/hedgerow should be attached to any planning approval to ensure the development will not result in the loss of priority habitat or protected species. • Noise Pollution A Noise Impact Assessment, prepared by Grainger Acoustics Ltd dated 23rd October 2024, was submitted as part of the application.”
“Landform within the site falls from the Minterburn Road boundary towards the Dyan Road boundary in a west to east direction and also rises sharply towards the northern boundary from the Y junction of the 2 roads to the south of the site. Mature trees are clustered around the junction of the Minterburn and Dyan roads and the trees extend along both roads the length of the eastern and western boundaries.”
Officer report
Earlier proposals
The site previously had permission for 22 houses, while later pre-application discussions considered residential schemes of 22 and 27 homes.
“Description of Proposal This is a full application proposed for 24 dwellings as a mix of detached, semi-detached and terraced houses, associated pedestrian and vehicular access from the Minterburn Road, Caledon.”

Officer report
Why officers supported it
Officers considered the amended scheme acceptable because it protected trees, retained screening, respected the conservation area, provided suitable access and avoided unacceptable residential impacts.
“The Environment and Conservation (E/C) Team raised two concerns during this consultation process, the initial encroachment of Units 17 and 20 into the Root Protection Areas (RPAs) of existing Tree Preservation Orders (confirmed by E/C on the 19/12/2025, the TPO order was provisional and no trees on site currently protected), and secondly the height, scale and massing of the proposed dwellings (Unit 17,18,19 and 20) in the context of important views associated with the…”
“Having considered the amendments in full, I am of the opinion that the revised layout and design do not create any unacceptable visual intrusion, nor do they undermine the integrity of the Conservation Area’ s setting. Importantly, while the E/C Team referenced critical viewpoints in relation to SPPS paragraph 6.19, the proposal does not give rise to concerns under PPS7 (Quality Residential Environments) which has been fully assessed below.”
Officer report
Consultation responses
Following amendments, Roads, Rivers, Environmental Health, NI Water, nature conservation and heritage consultees raised no objections subject to conditions or standard requirements.
“…submitted. Following re-consultation, DfI Roads confirmed that they have no objection to the proposal, subject to appropriate conditions. Road safety concerns were also raised by objectors. These issues were referred to DfI Roads for consideration, and no objections were offered. On this basis, I am satisfied that the proposal will not have a detrimental impact on road safety and that it accords with the requirements of PPS 3.”
“NI Water were consulted on the application and recommended approval subject to standard conditions. A negative Environmental Impact Assessment (EIA) screening has been carried out due to the site area being over 0.5hectres in an urban area in accordance with Schedule 2 (10, B) of the EIA Regulations (NI) 2017.”
Officer report
