“The building is approximately 50m along Church Street from Market Square in Dungannon town centre. It is within the Dungannon Settlement Limit and Northland Conservation Area as defined in the Dungannon & South Tyrone Area Plan 2010. The surrounding area is predominately retail with shop units along the northern side of Church Street. To the rear of the building is an access yard/alleyway beyond which is the rear/side of a large commercial building.”

Residential quality concerns

The two rear apartments would face a substantial wall at about twelve metres, providing an unpleasant outlook and poor residential environment.

“However, the adjacent land uses may have a negative impact on the occupiers of the proposed apartments. There is the possibility of the fast-food takeaway operating from the adjacent property creating nuisance in terms of noise and odour for occupiers of the proposed apartments. MUDC Environmental Health were consulted, and with recommendations for appropriate mitigation incorporated into the design, potential nuisance should be minimised.”

“The tall (4 storey) property is a further ~5m from this, resulting in the main direct outlook from the proposed apartments to the rear of the application site having a ~12m outlook to a substantial wall. This would not provide a pleasant outlook or quality environment for the occupiers of the proposed apartments to the rear of the building.”
