Drawing list amendment at Former Royal Mail Sorting Office, Maidstone
Summary of planning committee decision
Decided by Mid Kent Planning Committee on 17 Jul 2025.
What was proposed
The application sought to amend the approved drawing list and three plans through a revised condition 2.
“23/504552/FULL for amendments to the approved drawing list and three plans (through amendment to condition 2). Condition 2 to read as follows: The development hereby permitted shall be carried out in accordance with the plans as listed on the Drawing Register No. 18 dated 27/06/25 (approved plans under applications 23/504552/FULL and 25/502046/NMAMD).”
“Reason: To clarify which plans have been approved and to ensure a high-quality development.”
Officer report
The site and approved scheme
The proposal concerned the former sorting office site, where the approved development included 180 apartments, commercial space and public open space.
“App No Proposal Decision Date 23/504552 Demolition of existing buildings and structures and erection of a mixed-use development comprising 180no. residential dwellings and 1,863.5sqm of commercial floorspace (comprising flexible E Use Classes) comprising Block A (6-7 storeys), Block B (8-9 storeys), Block C & D (7-8 storeys), public realm works (Sandling Road frontage and public piazza), car and cycle parking, landscaping including a public park area, infrastructure…”
“The proposal is for a non-material amendment (NMA) to the approved planning permission for 180 apartments, commercial floorspace and pubic open space/realm at the Former Royal Mail Sorting Office, Sandling Road (full description above). All buildings have been demolished at the site.”
Officer report
Why the changes were non-material
The revised plans corrected wrongly labelled drawings and layout errors without changing overall unit numbers or the approved accommodation schedule.
“Floor Level 2: Two 3 bed units changing to a single 3 bed unit. • Floor Level 7: One 2 bed unit changing to a 3 bed unit. • Floor Level 8: One 2 bed unit changing to a 3 bed unit.”
“Whilst this is a clear change to these plans, this is to correct errors on the site layout floor level plans and does not result in a change to the overall unit numbers, or accommodation schedule that was assessed under the approved application. Importantly, these plans would match the detailed floor plans. As such, this does not result in any change to the approved development or permission and so can be regarded as being non-material.”
Officer report
Councillors’ involvement
Two councillors said they had discussed the site as Cabinet Members and would not vote on the application.
“The Committee considered the report of the Head of Development Management.”
“Councillors Cox and Summersgill stated that as Cabinet Members they had been involved in discussions regarding the Former Royal Mail Sorting Office at Sandling Road. They would not participate in the voting on this application.”
