The site and its setting

The site covered pasture land north and south of Blundell’s Road, with access, agricultural boundaries, existing homes and future employment and neighbourhood uses nearby.

“SITE DESCRIPTION This application site relates to land north and south of Blundell’s Road. The parcel of land west of the linking road comprises of 34 dwellings and is located within a single pasture field; bounded along its northern, southern and western edge by agricultural land…”

“The parcel of land south of Blundell’s Road comprises of 1 pasture field bound by hedgerows on three sides with agricultural land beyond and on the western boundary by the spine road that will provide the principle point of access for this application site to Blundell’s Road. Immediately north of the southern land parcel is land identified for a future neighbourhood centre.”

Officer report

Earlier permissions

The proposal followed outline permission for a wider urban extension and earlier reserved matters permissions covering land north and south of Blundell’s Road.

“The application site forms part of the Tiverton Eastern Urban Extension (EUE) which is allocated for mixed use development in the Adopted Mid Devon Local Plan 2013-2033 (Adopted LP). In addition to outline planning consent (Application No. 14/00881/MOUT) the parcel of land north of Blundell’s Road has been the subject of Reserved Matters application – 21/00454/MARM – and the parcel of land south of Blundell’s Road to Reserved Matters application – 23/00394/MARM.”

“This application is pursuant to outline planning permission (14/00881/MOUT) for the construction of a mixed-use development including 700 dwellings, 22,000msq of B1/B8 employment land, a care home, primary school and neighbourhood centre with associated access and egress onto Blundell’s Road.”

Officer report

Concerns raised

The town council objected over open space, play areas, travel, paths, parking, housing density, three-storey buildings, traffic, facilities and hedgerow and tree loss.

“Tiverton Town Council: November 2025 The Planning committee had many concerns over this application which were discussed in detail. It was felt that the application had extremely limited, poorly situated play and open space areas - which were also very small. The committee were disappointed to note that there appears to be no proposed green travel plan and a lack of pavements or clear pathways.”

“From an environmental perspective the committee also had concerns, with the proposed removal of 90% of the native hedgerow in the area, as well as 4 Oak trees. The committee also identified a number of conflicts with the Neighbourhood Plan and felt that the proposal contravened the following Neighbourhood Plan policies; T7, T9, T13, T14, T15, T16, T17 The committee did not support this application.”

Officer report

Who spoke

An objector, the applicant’s representative and the ward member spoke during consideration of the application.

What members discussed

Members discussed protecting open space during construction, school capacity, parking courts and possible anti-social behaviour.

“Planning Committee – 11 March 2026 11 • The protection of open spaces during construction as it was often used by the developers to store materials which could damage the land. It was explained that a condition could be written into the Construction Environment Management Plan (CEMP) for a requirement of an interim open space strategy or open space phasing strategy to ensure that there would be an open space available for residents.”

Minutes
