What people told members

Objectors focused on scale, privacy, outlook, design and care-home need; supporters stressed local demand, accessibility, community benefits and the building’s design.

Members’ discussion

Members discussed bed numbers, local need, neighbour impacts, care-home standards, employment land, the site’s history and the scheme’s economic benefits.

“One Member queried whether a formal viability study had been undertaken for the number of proposed beds. Officers confirmed that no formal viability assessment had been submitted, nor was one required, but discussions with the applicant indicated that the proposed number of beds was necessary for the care home to be viable. • Members asked whether an application could be refused on grounds of over-provision.”

“The scheme provided a 27-metre separation distance to the closest property, with only one window requiring obscure glazing; other facing windows are over 34 metres away. • Internal room sizes and layouts were queried. Officers confirmed that the architect was extremely experienced in care home design and the scheme meets relevant CQC and design standards, including en-suite rooms and access to communal facilities.”

“On being put to the vote the proposal to approve was carried with 9 votes in favour, 2 votes against and 1 abstention.”

Minutes

The members' reasons

“Members also noted that the scheme would provide around 75 full-time equivalent jobs, with one Member emphasising the economic benefit and inward investment this represents.”

“Some Members noted that care homes are subject to strict CQC design regulations and that modern en-suite provision was significantly better than in many existing local homes.”
