“Northern Area Planning Committee 1 st October 2025 Application for works to trees protected by Tree Preservation Order (M/25/01443/TPOA) Relevant wards: Hallow and Holt Portfolio holder: Councillor David Harrison Head of service: Rebecca Lee Hart - Head of Urban Design, Conservation and Environment Contact officer: Chris Lewis-Farley – Tree and landscape Officer If you have any questions about this report, please get in touch with the named contact officer. 1.”
Officer report
The site and its works
The works cover ponds, woodland, a marshland area, an overgrown ride and Leyland cypress trees across two parcels of land.
“Leyland cypress have been historically planted along the eastern edge of the woodland. In addition to the woodland works described above, the Leyland cypress are proposed to be removed over the next few years, removing no more than a third of the current total number of trees during each winter season. The canopies of the cypress trees cast dense shade both below and in the immediate vicinity of the trees, limiting the potential for ground flora.”
Officer report
What officers advised
Officers recommended approval because the reasons were reasonable and the works would not harm the woodland’s overall appearance or amenity value.
“The works align with suggestions made in the guidance document produced by Worcestershire Wildlife Trust as part of the Natural Networks programme (joint with Worcestershire County Council), which provides suggested management for ecological improvements within the woodland.”
“The reasons given for the works are considered reasonable. The works proposed would not be considered by your officers to be to the detriment of the overall appearance or amenity value of the woodland. Recommendations 2.1 The proposed works should be approved subject to the conditions described below: i. The tree works hereby permitted shall be carried out in accordance with BS 3998:2010 (Tree Work)”
