31 affordable dwellings at Land Off Newlands Road, Lancaster
Summary of planning committee decision
Decided by Lancaster Planning Regulatory Committee on 16 Feb 2026.
What was proposed
The application proposed 31 affordable dwellings with associated access and landscaping.
“24/01417/FUL Erection of 31 affordable dwellings with associated access and landscaping. Bowerham Ward A(C)”
Minutes
The site and its surroundings
The site lies within Lancaster’s urban area on semi-rural fringes and within an Urban Setting Landscape designation.
“The development is located within the urban area of Lancaster, albeit towards Lancasters edge on the semi-rural fringes. The site is part of a larger area that has been designated as Urban Setting Landscape in the Local Plan. The development of this site for 31 dwellings would therefore conflict with the purpose of the designation and policies EN5 and DM46, as it would adversely impact on its open character.”
Officer report
What officers recommended
Officers recommended approval because the substantial benefits of 100% affordable housing were not significantly and demonstrably outweighed by cumulative harm.
“In terms of the balance to take in determining the planning application, there are no conflicts with policies relating to areas or assets of particular importance, outlined in the NPPF. This means applying a tilted balance towards the delivery of residential development.”
“Following the amendments and ensuring the mitigation identified is provided, this cumulative harm is considered not to significantly and demonstrably outweigh the substantial benefits, primarily due to the substantial benefits attributed to the scheme being for 100% affordable homes and addressing such an acute affordable housing need. Therefore, our recommendation is to approve the development.”
Officer report
