Three-bedroom local home at High Green Lodge, Troutbeck, Windermere
Summary of planning committee decision
Decided by Lake District Development Control Committee on 3 Sept 2025.
What was proposed
The application proposed demolishing a double garage and building a two-storey, three-bedroom dwelling for local occupancy, with parking and a patio.
“High Green Lodge is a dwelling located on the western side of the High Green area of Troutbeck, towards the northern end of the village. High Green is located at the highest point in the village and is characterised by a haphazard layout of buildings. High Green Lodge is part of a former dwelling which has been sub-divided into three separate units.”
“In 2016 we granted planning permission for the demolition of the existing garage and for the erection of a detached two-storey three-bed dwelling for local needs (7/2016/5112). In 2020 we granted a variation of condition application in relation to a revised design scheme for the approved development (7/2020/5295).”
Officer report
What officers recommended
Officers recommended approval because the dwelling met identified local housing need and would not harm the area, heritage assets, neighbours or highway safety.
“The latest evidence of housing need that we have is the South Lakeland SHMA 2023. This identified an ongoing need for local occupancy houses in the former South Lakeland District, 30% of which would be expected to be three-bedroom properties. This proposed 3-bedroom house at about 115sqm fits with the available evidence of need and I am satisfied that the development would be compliant with Policy 15.”
“The development site is within the Lake District National Park and English Lake District World Heritage Site - a designated heritage asset. It is within the village of Troutbeck, and the area adjacent to the site is traditional in character, being of intimate scale, a designated Conservation Area and with many vernacular buildings, three of which are listed (Grade II) for their historic interest (High Green House, 1 and 2 High Green and High Green Farmhouse and attached…”
