Two holiday lets and pods at The Sportsman Inn, Troutbeck, Penrith
Summary of planning committee decision
Decided by Lake District Development Control Committee on 4 Feb 2026.
What was proposed
The application proposed two holiday lets, a changed field use, camping pods and external works to support the public house.
“Application number: 7/2025/3109 Application type: Full Planning application Applicant: [the applicant]: The Sportsman Inn, Berridale Road, Troutbeck, Penrith, CA11 0SG Grid reference: 340486 527886 Proposal: Convert and extend part of the public house to provide 2 self- contained holiday lets, change of use of field and provision of holiday pods and external works associated with the above Report prepared by: Phil Nicholls, Area Planner Report agreed by: Neil…”
“The Sportsman Inn is a public house set back from the A66 west of Penruddock. The pub has been closed for some three years and has recently changed hands. It requires refurbishment to reopen. Planning permission is sought to make alterations to the building and its grounds to allow for the creation of units of holiday letting accommodation and the siting of eight camping pods.”
Officer report
Application history
The proposal changed from two local-needs dwellings to holiday accommodation, following withdrawal of an earlier similar application for design amendments.
“As originally submitted the application proposed the conversion of part of the pub into two local needs dwellings but this was amended to create two units of holiday accommodation. A full re-consultation on this has been carried out.”
“A previous application for a similar scheme was withdrawn to seek amendments to the design (7/2025/3059).”
Officer report
Officers’ recommendation
Officers recommended approval because the holiday lets and pods would support the public house and wider local tourism, despite minor short-term landscape harm.
“I am conscious of the parish council's preference for local occupancy housing, and indeed the application as originally submitted indicated local occupancy housing, however I have doubts about whether occupants would enjoy the amenity one might expect in one's permanent home.”
“New facilities of this nature will almost inevitably have some landscape impact, but such impact should be considered in the context of the presumption in favour of supporting new tourism sites that support drinking establishments set out in Policy 18. As well as supporting the public house business, the proposals would also provide wider economic benefits through providing new tourism accommodation which would support the local economy and support local jobs.”
