Four-bedroom replacement house at Deer Park, Caldbeck, Wigton

Summary of planning committee decision

Decided by Lake District Development Control Committee on 4 Mar 2026.

7/2025/2204Approved

What was proposed

The application proposed demolishing the existing bungalow and replacing it with a two-storey four-bedroom house and detached garage.

“Application number: 7/2025/2204 Application type: Full Planning application Applicant: [the applicant]: Deer Park, Caldbeck, Wigton, CA7 8EW Grid reference: 332255, 539868 Proposal: Demolition of an existing two-storey bungalow, and its replacement with a two-storey four-bedroom house Report prepared by: Phil Nicholls, Area Planner Report agreed by: Kevin Richards, Planning Manager Recommendation: APPROVE with conditions…”

“Deer Close is a detached bungalow in Caldbeck within the conservation area and fronting onto the green. Planning permission is sought to replace the dwelling with a two-storey building and construct a new detached garage.”

Officer report

Earlier application

An earlier replacement-dwelling application was withdrawn so the scheme could be redesigned.

“A previous application seeking permission for a replacement dwelling was withdrawn to redesign the scheme (ref: 7/2025/2121).”

Officer report

What officers recommended

Officers recommended approval because the design, neighbours’ amenity, access, flooding, protected species and trees were acceptable subject to conditions.

“The proposed dwelling is two storeys with a hipped slate roof and rendered walls with areas of stone cladding. The primary public view would be to the north from the road, from which the northwest elevation would be prominent. Improvements to the design have been made in comparison to the previously withdrawn application, introducing an entrance porch, a bay window and greater amounts of stone facing.”

“In total five trees and one group are to be felled to facilitate development. All of the trees are category C or U trees and I do not consider their removal would impact on the character of the area. The remaining 11 trees, of which a number are category B trees, would be retained. Subject to a condition securing tree protective fencing being installed to protect the remaining trees I consider the proposals are acceptable in respect of trees.”

Officer report

Consultation responses

The parish council objected, while the highway authority and United Utilities had no objections subject to drainage arrangements; flood advice requested assessment and resilience.

“Cumberland Local Highway Authority – No objections.”

“Cumberland Lead Local Flood Authority – As the development is located in Flood Zone 3 a flood risk assessment needs to be provided, furthermore the applicant needs to ensure that the new development considers the standing advice for minor extensions and provides flood resilient measures in Flood Zones 2 & 3.”

Officer report

Residents’ concerns

Two objections raised concerns about privacy, dominance, loss of light, construction disruption, precedent and alternative designs.

“Two letters of objection have been received which raise the following concerns: - Loss of privacy: The proposed house would have larger windows which would afford views into the neighbouring garden and property. - Overbearing impact and proximity: The increase in the size, height and proximity of the replacement dwelling would create a sense of enclosure and dominance. - Loss of light: The increase in height and scale would result in a loss of light for neighbours.”

Officer report

Members’ discussion

Members discussed whether a lighting condition should reduce undue light pollution but decided not to add one.

“Members discussed a potential lighting condition to reduce the chance of undue light pollution but decided to not add this to the existing conditions.”
