Officer report
Why officers supported it
Officers considered the additional homes and affordable housing a significant public benefit, with acceptable design, amenity, transport and environmental effects subject to controls.
“The provision of 56 additional dwellings, including the provision of 33 additional affordable homes would represent a significant public benefit and would be achieved through making a more effective use of a previously developed site, which would align fully with the provisions of Paragraphs 124 and 125 of the NPPF; Policy H1 of the London Plan; and Policy DMHB17 of the Local Plan Part 2.”
“Hillingdon Planning Committee – 11 th March 2026 PART 1 – Members, Public & Press 1.3 The development is in outline, and the detailed design of the development would be assessed at reserved matters stage.”
Officer report
What members discussed
Members discussed the air quality contribution, parking management, resident consultation, parking displacement and whether transport effects would harm safety or amenity.
“Members sought clarification on the proposed air quality contribution and whether the higher or lower sum would apply depending on the implementation of a parking management scheme. Officers explained that the contribution was proportionate, with a lower amount payable where a parking management scheme was introduced due to reduced anticipated vehicle movements and air quality impacts.”
“Concerns were raised to ensure that parking management decisions would be taken for appropriate planning reasons rather than financial considerations. Officers advised that the development’s transport impacts had been assessed under both scenarios and were considered acceptable, and that the contribution was reasonable given the scale of the development and potential for parking displacement.”
