The site and surroundings
The 1.8-hectare site is mainly cleared land, with a listed former cinema, protected trees, St Andrews Gate and a public right of way.
“The application site comprises a 1.8 hectare parcel of land which forms part of the St Andrews Park site, that was formerly RAF Uxbridge. The site consists mainly of cleared land, the only building on the site is the Grade II listed former cinema building which lies in the south west corner of the site. There are five trees within this part of the site which are protected through a blanket Tree Preservation Order (TPO) covering the whole of the St Andrews Park site .”
“The site lies within Uxbridge Town Centre and occupies a prominent gateway location along Hillingdon Road and Park Road. A parcel of land to the east of the site has been recently developed for a high -density residential scheme consisting of apartment buildings which forms an earlier phase of the development, this is known as ‘The Triangle’.”

Officers considered the scheme an appropriate brownfield redevelopment that would provide housing, affordable homes, commercial uses, public spaces and heritage restoration, with impacts controlled by conditions and obligations.
“The development is considered to broadly comply with the aims of the site Policy SA 28 and would bring forward the effective use of a prominent brownfield site to provide a mixed-use development of an appropriate density.”
“The detailed element of the planning permission would secure the viable re-use of the Grade II former cinema building as a gym and a café. This would include the repair and renovation of a disused heritage asset that has been identified by Historic England as being at risk, which would provide significant heritage benefits. The proposals include the repair and renovation of the locally listed St Andrews Gate .”

Ten public objections raised concerns about facilities, design and scale, flight paths, sustainability, parking, stalled development, safety, waste, build quality and traffic.
