“The application site is situated within the wider former Hayes Park business park (outlined in blue in Figure 1 below), which is currently undergoing residential conversion and is a private landscaped parkland setting accessed from Hayes End Road to the west and Park Lane to the east via gates.”

“Members noted that there may be an unexploded World War 2 ordnance on the site and asked if an assessment had been carried out to confirm. Officers noted that there was a contaminated land condition, and that this was a previously developed site and so the presence of an unexploded ordnance was very unlikely. It was proposed that the contaminated land condition be reviewed and strengthened.”
“Members asked about the viability assessment in relation to affordable housing levels. Officers advised that a comprehensive viability process had been undertaken including employing a third-party consultant. This resulted in the conclusion that 10 affordable units was the maximum viable provision for the site. Officers further noted that there was an early and late stage viability review, which may represent an opportunity to add further affordable units.”
