Footpath diversion at Land North Of Dinting Road, Glossop
Summary of planning committee decision
Decided by High Peak Development Control Committee on 23 Mar 2026.
What was proposed
The application sought diversion of part of Public Footpath FP201 through a major housing development.
“The application is to divert part of the Public Footpath Glossop FP201 (Route Code HP12/201/1) in the Dinting Ward of Glossop.”
“The application has been submitted by the agent Mark Cleary of Eddison Transport Consultants on behalf of the applicant Seddon Homes Ltd and relates to a Major housing development that has been the subject of a positively determined Reserved Matters application under HPK/2021/0160 in August 2024.”
Officer report
The site and route
The existing path runs from Shaw Lane through the development site to Dinting Road, then continues towards Footpath FP65.
“Public Footpath No.201 commences from Shaw Lane and heads southwards where it enters the development site (at O.S Grid Reference 401974, 395075) though the former agricultural field (now the proposed residential development site) where it meets Dinting Road (O.S Grid Reference 40194, 39488) approximately 199m distant from its starting point. It then continues southwards beyond Dinting Road where it connects with FP65 west of Dinting Railway Station.”
“The section of path as applied for to be diverted by the applicant is shown by a black dashed line on the relevant plan (Ref: 4417-F05) which contains reference points A-L, between the start of the footpath and where it meets Dinting Road, all supported by six digit co-ordinates. The existing footpath is marked by way of a continuous black line.”
Officer report
The officers’ recommendation
Officers recommended making a diversion order because the estate layout, roads and 101 homes conflict with the current footpath route.
“It is necessary to divert part of Footpath No. FP201 Glossop as illustrated on the attached plan to allow the residential development to be completed because the layout of the estate and estate roads and delivery of 101 residential units on the site will conflict with the current route of the public footpath.”
“The proposed diverted route most closely follows the alignment of the existing part of footpath 201 but once the estate is built out there will be a number of pavements allowing pedestrians to move through the estate most conveniently according to their destination.”
Officer report
The committee’s decision
The committee resolved to make the diversion order, allow minor variations, publish notice and refer unresolved objections for determination.
“That Public Notice of the making of the Order be given and in the event of there being no objections within the period specified, the Order be confirmed in the exercise of the powers conferred on the Council by the said Act; and…”
“That in the event of objections to the Order being received and not resolved, the Council be responsible for referring the Order to the Planning Inspectorate for determination on behalf of the Secretary of State for Housing, Communities and Local Government and the conduct of any hearing or public inquiry.”
