The 5.57-hectare site is undeveloped grassland and rough pasture in the Green Belt, between Bushey Heath and Elstree, beside major roads and nearby reservoirs.
“The application Site measures 5.57ha and sits within a wider 15.79ha parcel owned by the Applicant. The Site is located between the settlements of Bushey Heath and Elstree. It is currently bound by the A41 and M1 Motorway to the west, Dagger Lane to the north, and Elstree Road to the South. Neighbouring land uses to the east include the Aldenham Country Park, Farm Shop and Camping Site and the Aldenham Reservoir.”
“As well as being located within the Green Belt, the site falls within Flood Zone 1 (low risk of flooding). A site of archaeological interest lies on the north side of Dagger Lane. Two key water features are located nearby to the east at Aldenham Reservoir with Hillfield Park Reservoir located to the north of Dagger Lane adjacent to Elstree Aerodrome. Both are bordered by woodland and designated Local Wildlife Sites (LWS).”

“-PL 26- mitigation was needed to make the development acceptable. They asked for a contribution from the developer to the local walking and cycling infrastructure plan. Requesting financial contributions for other services or areas was not considered reasonable unless requested by relevant consultees. Officers could consider an informative to ask the Highways Authority for a contribution to the 306 bus service, however they would not be required to do so.”
