Officers explained that HCC Highways had commented that a reverse manoeuvre being necessary in either of one direction was acceptable in the context of an unclassified local access road environment. The Highways Authority had raised no objections and were satisfied that all 3 parking spaces proposed could be accessed independently.”

“In response to member questions, Officers confirmed that there were no examples of similar conversions of single dwellings into self-contained flats on the same street or otherwise in the immediate vicinity of the site and the proposed flats exceeded national space standards. Clarification was also given that condition 3 of the report dealt with cycle parking and refuse storage and would be constructed prior to first occupation on site.”
