12 homes and infrastructure at Horninghold Road, Hallaton
Summary of planning committee decision
Decided by Harborough Planning Committee on 16 Jun 2026.
What was proposed
The application sought 12 homes, a new access from Horninghold Road, affordable housing, drainage, biodiversity measures, landscaping and related infrastructure.
“Affordable housing, sustainable drainage systems, biodiversity net gain, and associated infrastructure and financial contributions are proposed as part of the scheme.”
“The proposal was originally for 11 dwellings. There were significant concerns with the design, character and appearance of the original proposal. Various technical matters were unresolved. The applicant paused the planning application and submitted inter- application enquiry PREAPP/25/00261, to seek officer informal advice with the aim of resolving design/visual concerns.”
Officer report
The site and its setting
The site is a 1.8-hectare agricultural field outside Hallaton’s development boundary, with trees, hedges, ridge and furrow, heritage sensitivities and nearby public rights of way.
“Various Listed Buildings within the village are noted; closest to the site being Grade II Listed Hallaton Hall. Due to topography, existing built development and foliage, there is little to no intervisibility between the site and Hallaton Hall, nor other Listed Buildings.”
“Public Right of Way (PRoW) B46 runs parallel to the site’s southern boundary, outside the site. The established south boundary hedge to the site filters views through into the site from this PRoW. Public Right of Way B45 leaves Hallaton, north of the site, and traverses the landscape SW-NE towards the dismantled railway, and then beyond across rising land. It has closest potential inter-visibility with the site at a distance of approximately 130m away.”
Officer report
Who spoke at the meeting

“Representations were heard from objectors Graham Wort, James Palfreyman and Victoria Henson; the applicant’s agent, Helen Prangley; and a representative of Hallaton Parish Council, Councillor Jeremy Mears. The Committee then had the opportunity to question speakers and officers and to make comments on the application, and after debate it was proposed by Councillor Burrell and seconded by Councillor Modha that the application be approved.”
