What was proposed

The application sought to retain one five-bed HMO, convert the other dwelling to a five-bed HMO, and keep associated extensions, outbuildings and hardstanding.

“The site consists of a pair of semi-detached two storey properties 80 and 80a Cabell Road, each with five bedrooms. There are two cabins located at the rear of the site which at the time of the officer site visit, each contained a bedroom, bathroom and kitchenette. However, the proposal is for these outbuildings to be used as incidental to the HMO’s with the latest revised plans indicating these rooms to be as a garden room.”

“The erection of a two storey two-bed dwellinghouse (now known as 80A Cabell Road) was given approval under application 23/P/00664, along with the erection of a rear extension to 80 Cabell Road. The permission was not implemented in accordance with the approved plans and no conditions were discharged. The building erected has five bedrooms with a clearly different internal layout, and has only been occupied as a HMO and never as a dwellinghouse.”
