Officer report

Who spoke

The agent discussed the noise survey, litter management plan, private-property restrictions, bins and possible signs for customers.

The committee debate

Members discussed noise from vehicles and customers, impacts on two bungalows, litter problems, enforcement, employment and food options.

“The significant issues came from noise from cars, people exiting vehicles, shouting, banging car doors, and there were concerns that this would continue until the early hours with any extended opening. Issues have been continually raised with the management with no improvement. The litter issue extended beyond the limit of the perimeter of the site, onto Lederle Lane, the A32 and beyond.”

“Some Members were apprehensive about approving the proposal on the basis that the litter issue was not being addressed currently and there were noise issues. It was confirmed that no formal noise issue complaints had been received. Concerns were expressed that if permission was granted, the only claw back would be through enforcement action which could be lengthy.”

Minutes

“Members accepted that there was a balance to be found and that the main impact would be on the two bungalows, rather than the properties on the A32.”
