Glazed conservatory roof and railings at Flat 1 7 Ashburton Road, Gosport
Summary of planning committee decision
Decided by Gosport Regulatory Board on 3 Dec 2025.
What was proposed
The application sought a pitched glazed conservatory roof and two decorative railings to the front ground-floor windows, with the roof works already completed.
“The application site is located on the south side of Ashburton Road and is a substantial two- storey, semi-detached rendered building that was previously converted into 4 flats. The building has an integral garage within a two-storey side projection on its eastern elevation. The garage is accessed via a single storey projecting element to the front. There is a pitched roof gable on the front elevation, centrally located.”
“The application relates to alterations to the existing conservatory comprising the replacement of the lean-to roof with a glazed roof with a gable. The works to replace the conservatory roof have already been undertaken. The roof is attached to the existing bay window, on the rear elevation, and whilst the majority of the roof is a consistent height, it does include lower sloped elements on the angled parts of the bay.”
Officer report
The site
The property is a converted semi-detached building with four flats, a rear communal garden and a location within a conservation area.
“The area is primarily residential comprising a mix of property types, including houses and flats. Within the building there are three other flats on the upper floors with windows on the front, side and rear elevations. Number 5 is a substantial detached house located to the east of the site. Number 9 is an existing house, attached to number 7 on its western side.”
Officer report
Earlier permissions
Earlier permissions covered conservatories at the flat in 1986 and 2004.
“K.3086/3 - erection of conservatory at flat 1 approved 5 September 1986”
“04/00659/FULL - erection of conservatory - permitted 19.11.2004”
Officer report
What officers recommended
Officers recommended permission because the alterations would preserve the conservation area and would not cause unacceptable harm to neighbouring amenities.
“Matters relating to notification of neighbours or freehold owners, by the applicant, before works commenced, potential damage to property, future maintenance of the structure and the Party Wall Act, are all civil matters and are not material to the determination of this application. The applicant's Heritage Statement correctly focuses on the impacts on the Conservation Area, to address the requirements, to enable the application to be registered.”
“Given the conservatory was built with planning permission, its impacts on the neighbouring properties has already been accepted. The changes to the roof that have been undertaken would not alter the impacts in terms of loss of light, or introduce an opportunity for greater overlooking from the conservatory towards the neighbouring windows.”
