Three-storey holiday let extension at 4J St Marys Place, St Andrews

Summary of planning committee decision

Decided by Fife Planning Committee; West and Central Area Planning Committee; North East Planning Committee on 8 Apr 2026.

25/03398/FULLApproved

What was proposed

A three-storey extension would create nine commercial holiday let accommodation units, using existing pedestrian access and providing no off-street parking.

“This application is for the erection of a 3-storey extension to the existing 3-storey property to the east to form 9 no. commercial holiday let accommodation units. The proposed development would make use of the existing pedestrian access arrangements and would not feature any off-street parking spaces.”

Officer report

The site and surroundings

The site is a backland walled garden in a mixed-use town-centre area within the St Andrews Conservation Area, beside university buildings and residential flats.

“The application property is a backland walled garden area in a mixed-use area to the south of commercial properties fronting onto St Marys Place. There are a number of university buildings and a university car parking area adjacent to the application site. The application site lies within the St Andrews Conservation Area and the commercial Town Centre as defined FIFEplan Local Development Plan (2017).”

Officer report

Earlier planning permission

An earlier permission approved the same three-storey extension for nine flatted dwellings, and the site was cleared to begin implementing it.

“- 25/00785/FULL - Erection of three storey extension to property to form 9 no. flatted dwellings – approved - 18.07.2025. The initial works to implement this consent have been started by clearing this site.”

Officer report

Parking and transport

Although parking concerns were raised, officers noted that the approved residential scheme also had no parking and that the site was close to public transport and amenities.

“Concerns have been raised by the Royal Burgh of St Andrews Community Council regarding parking provision for the proposed development. Transportation Development Management (TDM) were consulted and have raised no objections. The built form proposed is identical to that approved under application 25/00785/FULL, which provided no parking provision for nine flatted dwellings.”

“The site is also highly accessible, being located within close proximity to a range of sustainable transport options and local amenities. St Andrews Bus Station lies less than 200 m from the site access, the nearest local bus stop is approximately 20 m away, and a taxi rank is located around 240 m from the site. Public parking is also available at St Mary’s Place car park.”

Officer report

Consultation and objections

The community council objected, while Scottish Water, the archaeology team and transportation officers raised no objections; two objections were received overall.

“Community Council Object Scottish Water No objection Archaeology Team, Planning Services No objection…”

“Issue Comment a. The Royal Burgh of St Andrews Community Council and St Andrews Preservation Trust have requested a control zone for short term lets in St Andrews Comments noted. Fife council Cabinet Committee of 08/01/2026 remitted to officers to bring a further report back to committee outlining a strategy on how a Short Term Let Control Area for the East Neuk and St. Andrews wards could be achieved.”
