The 2.28-hectare site contains 1950s two-storey industrial buildings and hardstanding, beside business uses and predominantly residential areas beyond the railway line.

“The site comprises a network of two-storey buildings of brick and flat roofs constructed in the 1950s when manufacturing could be viably undertaken in smaller units, including on upper floors, accessed by conventional stair cores.”

“The surrounding area includes a mix of uses. Horizon Business Centre to the north, Dominion Business Park to the east, and the Cart Overthrown former public house and the Enfield Public Safety Centre to the west are all non- residential. However, the surrounding area (to the west of the Greater Anglia Railway Line) is predominately residential.”

The Council decided that prior approval was unnecessary for the demolition method, while nearby residential permission remained extant and related enforcement and an HMO application existed.

“The applicant has recently applied to the Council for a determination as to whether the prior approval of the authority will be required as to the method of demolition and any proposed restoration of the site (reference 24/04044/PADE). The Council’s decision was that prior approval was not required.”

“The only relevant recent planning history for nearby sites relates to the Cart Overthrown former public house, which has an extant planning permission for residential redevelopment (reference 19/00043/FUL). The permission was granted with conditions at appeal and expires on 13 July 2025. None of the pre- commencement conditions required by the permission have been discharged.”
