Officer report

Officers’ recommendation

Officers recommended permission because the sporting and community benefits, strategic need and biodiversity gain outweighed the Green Belt harm.

“OFFICIAL OFFICIAL and implementing soft natural materials and design techniques that reduce the mass and bulk of the proposed clubhouse, the proposed clubhouse is significantly larger than the existing development at the site and it includes additional items of development such as bins, cycle parking, lighting bollards so the impact of the new clubhouse and ancillary development on the Green Belt would not be minimised.”

“Furthermore, the proposal would reduce the dispersal of development within the site and remove existing development that is considered to be poor quality and that detracts from the visual amenities of the area. Significant weight has been attributed the benefits arising from the scheme and the strategic need for it. 183.Additionally, the proposal would deliver a 10% net gain in biodiversity and so further limited weight is afforded to this benefit.”

Officer report

The main planning issue

The proposed clubhouse would be much larger and taller than the buildings it replaced, causing definitional harm to the Green Belt.

“The applicant has provided a document providing Green Belt calculations which contains footprint and volume figures for the existing development at the site and proposed the proposed development. The existing footprint of the five structures to be removed has a total area of 227.7m² while the existing volume is 877.9m³. The existing buildings to be demolished are all single-storey with larger clubhouse being the tallest at approximately 4.4m high. 45.”

“OFFICIAL OFFICIAL surroundings. The proposed clubhouse is located in an area close to that of the existing flat-roofed single-storey clubhouse and close to the boundary eastern boundary of the site where it is well screened by trees and other foliage from views from the majority of views from the north, south and west. Its location is well back from the street too and would only be openly visible from within the recreation ground.”
