Officer report

The site

The 0.89-hectare vacant site contains two listed buildings, ancillary school buildings, mature trees and access from Coltbridge Terrace and Henderland Road.

“There is one main vehicular access which is taken from Coltbridge Terrace, towards the north western corner of the site, with two additional pedestrian access points from Coltbridge Terrace and Henderland Road.”

“The site is bound by Henderland to the north west, Coltbridge Terrace to east and south, with Henderland Road Tennis Club and public courts on the western boundary. An existing mature tree belt runs along most of the southern boundary of the site. The site topography falls from the north of the site down towards Coltbridge Terrace, with a gradient of approximately 1:16. The site also slopes gradually from east to west.”

Officer report

Why officers supported it

Officers considered the scheme would protect heritage, reuse brownfield land, provide suitable accommodation and achieve acceptable design, sustainability, transport and amenity outcomes.

“Conclusion in relation to the Development Plan…”

“The proposal is supported by the Development Plan and draws support from numerous policies. The reuse of brownfield site in the urban area to deliver residential accommodation (Class 8) as part of a well-designed scheme is consistent with the policies as set out above. The location accords with the 20 minute neighbourhood principles and contributes to numerous sustainability principles.”

“NAME: Transport Planning COMMENT: No objection subject to the relevant informatives. DATE: December 2025”

Officer report

What people said

Objections concerned scale, height, design, heritage, traffic, parking, trees, open space, biodiversity, amenity, construction and drainage, while others supported the reuse and care use.

“Landscaping - Removal of 29 trees and proposed new tree planting not sufficient response - Biodiversity loss from the loss of mature trees - Erosion of tree cover - Loss of category A trees unacceptable - Loss of open space and sports facilities - Removal of trees contradicts Edinburghs Million Tree City - The proposed landscape plans shifts the character of the landscape from a historic villa garden to a semi-urban compound.”

“Support the reuse of a Category C listed building coming back into use Support for the principle of an extra care facility on the site Least intrusive option Desirable use for the area Proportionate scale and materials Enhanced trees Need for more accommodation for elderly people Close to public transport and local services Improvement to the existing buildings currently on site Green roofs, fruit trees and meadow planting will enhance biodiversity Scale and massing sits…”

Officer report

Issues raised

The application attracted concerns about the new blocks’ relationship with Henderland Road, the conservation area, trees, traffic, neighbouring amenity and the tennis club.

“Murrayfield Community Council - Object to the proposals, summarised below: - Concerns with height and building line of new blocks adjacent to Henderland Roa - Questioning the compatibility of proposals with LB and CA - Concerns with traffic - Concerns with purpose of new gate on Henderland Road - Detrimental impact on surrounding amenity - Tree removal will harm the conservation area - New buildings should have same footprint and height as existing buildings -…”

“Non material: - Site security - Ongoing maintenance of listed buildings - Sportscotland should be consulted - Object to demolition of stable block - Materials are always changed through NMV's.”
