957-home mixed-use development at Saica Pack, Cammo, Edinburgh

Summary of planning committee decision

Decided by Edinburgh Development Management Sub-Committee on 17 Dec 2025.

25/03874/FULApproved

What was proposed

The application proposed 957 homes, a 172-bedroom hotel, commercial and community uses, public spaces, landscaping, infrastructure, parking and access.

“The application is for full planning permission for the development of the site for 'mixed- use development including, residential and hotel development; ground floor retail, commercial and community uses; the creation of new public realm and station interface with associated landscaping, infrastructure, car parking and access arrangements'.”

“− Residential parking for the 957 flatted units comprises 177 spaces (19% provision). This figure includes two car club spaces proposed at the south of the site beside the proposed mobility hub. Of the general parking spaces, seven are accessible spaces. Parking is distributed around the site and is on-street. All car parking spaces are capable of being built for electric vehicles.”

Officer report

The site

The 6.5-hectare vacant site was formerly industrial and bordered Turnhouse Road, Glasgow Road, the railway and Edinburgh Gateway stations.

“The site is bounded to the northeast by Turnhouse Road, to the south by the Glasgow Road and to the southwest by the east coast main railway line. To the northwest lies emerging development at West Craigs along either side of Turnhouse Road which is currently under development inclusive of housing, green spaces, and active travel corridors. Existing housing of a suburban scale is located opposite the site across Turnhouse Road and Maybury Junction is located to the east.”

“The site is now vacant, and its last use was industrial with remaining features at the site including a range of parking, servicing and delivery bays, hard standing and industrial buildings. Other features on the site include trees at the interface wtih Turnhouse Road and the site's corner at Maybury junction, while the western boundary is defined by hedgerows and existing fencing to secure the site.”

Officer report

What officers recommended

Officers recommended approval because the proposal supported housing, affordable homes, local services, sustainable travel, public spaces, biodiversity and brownfield reuse.

“The proposal delivers 957 new homes on an allocated housing site in the Local Development Plan (LDP) as part of a mixed-use development with a hotel and commercial uses and is acceptable in principle. The proposal will form part of the emerging area in West Edinburgh as envisaged in the development plan through policy Place 16 and the West Edinburgh Placemaking Framework, and the quantum of housing is in accordance with the LDP housing pipeline requirement for this site.”

“The design is based on a strong concept and will deliver a place with identity in a sustainable location and with low parking. Sustainable modes of travel are available at the nearby Edinburgh Gateway station and bus services along Glasgow Road, while active travel infrastructure and cycle parking to acceptable standards are provided on the site.”
