RM/25/100615Approved

What was proposed

The application sought reserved matters approval for 357 homes, with roads, footways, parking, bin storage, public open space and landscaping.

“This application seeks approval of reserved matters relating to layout, scale, appearance and landscaping, for a development of 357 residential dwellings (174 in The Homestal and 183 in The Holme), along with associated works and infrastructure including new roads and footways, parking, bin storage, public open space and landscaping.”

“The Holme would comprise a mix of housing and apartments, with the apartment blocks mainly located on the southern side of Foxwood Road, with the exception of one apartment block on the far eastern side of the site adjacent to Foxholes Farm. One of the apartment blocks located on the south-eastern side of the site (Block 05), has been designed for older persons’ accommodation.”

Officer report

The site and surroundings

The two parcels, The Holme and The Homestal, were agricultural land with trees, hedges, changing levels, flood-risk areas and nearby heritage and wildlife features.

“The Homestal is located on the north side of Fir Tree Lane and comprises an agricultural field bordered by mature trees and hedges. Land levels on the site are at their lowest on the north-west side, rising towards the south-east with a level change of approximately 7m. The site adjoins the One Horton Heath residential land parcels of Quobleigh Breach to the west, The Folds to the east and The Holme to the south on the opposite side of Fir Tree Lane.”

“The Holme is located to the south of Fir Tree Lane and comprises a roughly rectangular shaped area of predominantly agricultural land, which extends around an existing residential dwelling (Foxholes Farm) on its eastern side. There are trees and hedgerows around the majority of the boundaries, with a significant belt of trees to the south. Land levels on this site rise from south to north with a level change of approximately 7m.”

Officer report

What officers recommended

Officers recommended approval because the proposals followed the outline permission and Design Code and were acceptable in layout, scale, appearance and landscaping.

“The proposals are considered acceptable in terms of layout, providing legible and well connected developments that relate appropriately to their context and that of adjacent development parcels and open spaces. The scale and appearance of the proposed buildings are considered appropriate in relation to the site constraints and surroundings and would incorporate appropriate architectural detailing to add visual interest and define character areas.”

“Any outstanding technical matters are either secured through the outline permission conditions or addressed through additional reserved matters conditions. Overall, the reserved matters comply with the relevant policies of the Eastleigh Borough Local Plan, the Quality Places SPD and the National Planning Policy Framework, and align with the principles of the outline permission and Design Code.”
