“This application seeks approval of reserved matters relating to layout, scale, appearance and landscaping, for a development of 629 residential dwellings, along with associated works and infrastructure including new roads and footways, parking, bin storage, public open space and landscaping. The dwellings would comprise a mix of houses, apartments, maisonettes and flats over garages (FOGs), with the apartments in Block C designed for older persons.”

“Parking for the development would be accommodated through a mix of on-street parking, on-plot parking and parking courts. Visitor parking and car club spaces would also be provided. The site was mainly open fields with trees, hedgerows and footpaths, beside existing homes and other One Horton Heath development parcels.

“The site comprises predominantly open fields, with the exception of a tree nursery site on the south-eastern side. There are mature trees and hedgerows around the edges of the site, with a particularly strong tree belt along the western boundary. Trees adjacent to Farm Road and Hammerley Road to the east are subject to an area Tree Preservation Order. Public footpaths Fair Oak and Horton Heath 10 and 11 cross parts of the northern and eastern sides of the site.”

“Immediately to the east of the site is existing residential development on the western edge of Horton Heath (Hammerley Road, Farm Road, Chapel Drove and Fir Tree Close). To the north of the site are the Quobleigh Pond and Woods and Wyvern Technology College Meadow Sites of Importance for Nature Conservation (SINC).”

The layout provided connected routes, green spaces and varied building heights, while separation, privacy and private outdoor space were considered acceptable.

“In terms of existing residents, the nearest neighbouring properties are those located at the western end of Hammerley Road and Farm Road, to the east of The Folds. There is an existing mature belt of trees between these neighbouring properties and the proposed development, and there would be separation distances of at least 21m (but in most cases 30m plus) between new and existing dwellings.”

“While not all dwellings fully meet the garden size guidance set out in the Quality Places SPD, the level of compliance achieved, the availability of nearby public open space, and the policy context established at outline stage are considered to justify a reasonable degree of flexibility. The proposed private amenity provision is therefore considered acceptable and would not result in an unacceptable level of harm to the living conditions of future occupiers.”
