Garage conversion at 7 Golden Street, Deal

Summary of planning committee decision

Decided by Dover Planning Committee on 27 Nov 2025.

25/00960Approved

What was proposed

The application sought to convert two garages into one kitchen-diner, with new front and high-level rear windows and amended frontage details.

“The Proposal 1.4 The application seeks permission for the conversion of 2 garages to a single habitable room comprising an open plan kitchen/diner with the insertion of windows to the front and rear elevations. The 2 windows to the rear are high level windows.”

Officer report

The site and surroundings

The modern two-storey dwelling lies in the Middle Street Conservation Area and is surrounded by Grade II listed buildings.

“The Site 1.1 7 Golden Street is a modern 2 storey infill dwelling constructed in the 1980’s with a pitched and hipped roof over about two thirds of its width with the remainder having a parapeted element. The elevations comprise partial red brick to the ground floor with white painted render to the first floor, timber sash windows with a parapet and slate roof. There is a double garage to the ground floor with white roller shutter doors with 2 bay windows to the first floor.”

“This area is characterised by a dense built grain of narrow streets of houses built fronting the pavement, a mix of 2 and 3 storey early C19th listed buildings constructed of brick, many rendered and painted in white or off cream colours. Roof parapets are also common as well as first floor bay windows.”

Officer report

Why officers supported it

Officers considered the amended design an enhancement that would preserve the listed buildings’ setting and avoid harm to visual, residential and highway interests.

“These factors are discussed in more detail in the remainder of the report. Visual Amenity and Heritage Matters 2.6 Following the receipt of amended plans, the visual change to the building with the removal of the modern roller shutter doors and replacement with more appropriately designed single sliding sash windows, is considered to be an enhancement to the visual appearance of the dwelling and that of the locality.”

“Given the above, the proposed works would be sensitive to the host dwelling and the context of the site with no harm to visual amenity. The character and appearance of the Conservation Area would therefore be enhanced as result of the removal of the shutter doors and their replacement with sash windows more in keeping with the existing dwelling and the setting of the adjacent listed buildings would be preserved.”

Officer report

What members discussed

Members were shown the site information, and Councillor Back said removing the pitched roof would reduce overshadowing to neighbouring properties.

“Members were shown drawings, plans and photographs of the application site which was situated in the settlement confines of Deal and within the Middle Street Conservation Area. The Trainee Planning Officer advised that planning permission was sought for the removal of a pitched roof and the erection of a second-storey extension and new roof terrace.”

“Councillor Back commented that removing the pitched roof would reduce overshadowing to neighbouring properties. He moved that the application should be approved.”
