25/00170/FULApproved

Officer report

The site and surroundings

The site contains a bungalow, part of a detached garage pair and shared access, with houses of varied heights and forms around it.

“(1) The application site comprises 55 Invicta Road and a portion of shared access located between No.55 and its neighbour No.53. The site is located on the western side of Invicta Road some 190 metres from London Road to the south. No.55 is a detached bungalow with a modest front garden and a medium sized rear garden. There is also a double garage building to the rear, one half of which belongs to No.55.”

“(2) The application site area is approximately 490 square metres with a depth of approximately 37 metres and a width of 14 metres. The land levels across the site are relatively flat and even. The shared driveway to the south of the site leads to the pair of garages at the rear.”

Officer report

Earlier permissions

Earlier permissions covered three terrace houses, which were not built, and a pair of bungalows, under which the existing dwelling was built.

“(11) 52/00069/FULA2 - Erection Of Three Terrace Type Houses. (Not Built). Application Permitted…”

“(12) 52/00174/FULA3 - Erection Of Pair Bungalows - 53 & 55 Application Permitted (Implemented - this is the consent under which the existing dwelling was built)”

Officer report

Objections from neighbours

Twelve objections raised concerns about parking, privacy, light, flooding, traffic, noise, character, overdevelopment and use of the shared drive.

“(22) The objections are summarised as follows:”

“- Existing parking issues and the impact of extending the dropped kerb [the dropped kerb is no longer being extended] - Loss of privacy - Loss of light and overshadowing - Impact to trees - Existing flooding issues and concern about the impact of the new development on this - Increased traffic and congestion - Increased noise levels during and after construction - Increased number of people living on the street and the area is already densely populated - The 2 houses do not…”

Officer report

What members considered

A further objection said the revised details had not resolved the issues, but the item was not called down for debate.

“The Board had regard to the circulated update which contained one further representation that had been received from a resident that had already written objecting to the application. Their comments advised that the revised details did not resolve issues with the application. The scheme had not been revised recently with the last amendment to the scheme being in January and therefore it was assumed that the reference to revisions refer to the drawings from January.”

“This item was not called down for debate and so the Chair moved a motion to support the officer’s recommendation to grant planning permission. The motion was seconded, put to a vote and carried.”
