Extra care housing alterations at Roseland Court Roseland Parc, Tregony

Summary of planning committee decision

Decided by Cornwall Central Sub-Area Planning Committee on 22 Sept 2025.

PA25/03847Approved

Site and earlier permissions

The site was approved in 2004 as a care village, while the care beds closed in 2024 and the close care units remained occupied.

“The close care units, as described at the time, sit close to the main building in various blocks of accommodation; the nursing beds are within the main block of Roseland Court. The care beds are not currently occupied, with this element of the care village closing in 2024. The close care units remain in occupation.”

“The original 2004 Section 106 Agreement restricts occupancy of the accommodation of both the care beds and close care units to those aged over 55 years or over and/or a spouse of such person. There are no further restrictions or conditions on the original consent or further parameters set out within the original S 106 which define a higher level of care.”

Officer report

Objections received

Ten objections and one representation questioned the C2 use, the reduced care level and consistency with the original planning consent.

“Ten letters of objection and one letter of representation received with the planning issues and concerns raised:”

“- Use class not considered to remain as C2 - Level of care reduction (higher level should be retained) - The application would be contrary to the original planning consent…”

Officer report

Who spoke

An objector spoke against the application, the applicant’s representative spoke in support, and the Electoral Division Member urged refusal.

What members discussed

Members debated the need for care homes, whether the care level met C2 requirements, and whether the legal agreement would secure adequate care.

“A full and detailed debate ensued, the main points of which were noted as follows:-”

“There was a recognised need for care homes in the County; however, given that the building was currently closed it was not anticipated that it would re-open as a traditional care home; It was commented that the proposed level of care may not meet the threshold to remain a C2 use class; the proposal appeared to be more akin to a C3 use class; 3.”
