Two-bedroom bungalow at 66 South Street North, New Whittington, Chesterfield
Summary of planning committee decision
Decided by Chesterfield Planning Committee on 9 Mar 2026.
What was proposed
A single-storey two-bedroom bungalow was proposed, with about 71 square metres of floor space, rear amenity space and two parking spaces.
“The application is for the erection of a single storey two bedroom dwelling. The property is characterised by a dual pitched roof form with projecting gable and bay window to the principal (east) elevation. The property has a gross internal area of approximately 71sqm and an ‘L- shaped’ footprint. Private amenity space to the rear will be approximately 134sqm in area and two parking spaces willl be provided on the site frontage.”
Officer report
Earlier applications
Earlier proposals included refused outline development, an appeal allowing two dwellings, and withdrawn reserved matters before this single bungalow application.
“Reason for refusal The development of the site fails to appropriately reflect the prevailing pattern of development resulting in an incongruous form of development harmful to the built form and character of the area. Giving consideration to the indicative plan, the proposed plot size is inadequate to appropriately accommodate two new dwellings resulting in an overdevelopment of the site.”
“The reserved matters submission proposed a pair of two storey semi- detached dwellings which largely reflect the indicative outline submitted as part of the appeal. The proposed plans did not address the concerns raised by the Inspector in the appeal decision. To address the specific site constraints a bungalow was proposed. This would allow for increased separation distances, appropriate parking space and would reduce the massing of the proposal.”
Officer report
Why approval was advised
The proposal was considered sustainable and acceptable in design, residential amenity, highway safety, drainage and biodiversity terms, subject to conditions.
“The Local Highway Authority were consulted on the scheme. The Highways Officer reviewed the proposal and stated that previous applications for residential development on this same application site have received no objections from the Local Highway Authority.”
“The survey includes a biodiversity metric covering headline results, baseline and habitat creation. An indicative landscaping plan has been provided for on site enhancements however biodiversity net gain will be achieved through third party land. The Derbyshire Wildlife Trust were consulted on the proposal and provided the following comments; • No records of protected species or notable habitats have been identified on or adjacent to the site.”
Officer report
What consultees said
Consultees raised no principle objections, subject to conditions covering construction, drainage, parking, biodiversity and other environmental matters.
“Environmental Health No objection in principle. Request conditions covering hours of construction, lighting and electric vehicle charging.”
“Yorkshire Water Initially objected to the scheme. Further details submitted and objection withdrawn subject to conditions covering separate systems of foul/surface water drainage and details of surface water drainage to be agreed.”
Officer report
What residents said
Three objections concerned the access track, construction traffic, parking, backland development, distance from amenities, environmental assessment and previous applications.
“As part of the application process three letters of objection have been received. The main concerns raised are summarised below. These representations are available to view on the Councils website. 1. Objection due to Noise, Policy, Residential Amenity, Traffic or Highways 2. Access/highway safety - Nothing has changed since previous applications. Access is still via an unmade track which is virtually impassable in winter.”
Officer report
Committee discussion
Members heard about the existing outline permission, the difficulties with reserved matters, the two-bedroom bungalow, parking and the road’s condition.
“The Development Management and Conservation Manager presented the report and explained the proposal currently has outline planning permission for 2 dwellings. The decision had been made by the Inspector to resolve concerns in regard to site constraints through the reserved matters which had proven difficult.”
“This application is a full application for a single dwelling – 2 bed bungalow and parking for 2 spaces. Photos of the road were shared, and it was explained that concerns had been raised about the state of the road, but that this would be a civil issue as the land is owned by multiple parties.”
