Listed bridge repairs at Spring Bridge, Charlton Kings, Cheltenham

Summary of planning committee decision

Decided by Cheltenham Planning Committee on 17 Jul 2025.

25/00325/LBCApproved

What is proposed

The application seeks repairs to the bridge’s north headwall and wing walls over about 20 metres, including internal drainage improvements.

“DESCRIPTION OF SITE AND PROPOSAL 1.1 Spring Bridge is a Grade II listed structure located in Charlton Kings, Cheltenham. It forms part of the A40 at the junction over the River Chelt. In May 2024 the north headwall and wings of the structure collapsed over a length of approximately 20m. However, there are areas which remain in place but are unstable, so the length may increase.”

Officer report

Earlier application

An earlier listed building application considered two possible repair approaches after the north headwall and wing walls collapsed.

“Relevant Planning History: 25/00039/LBC PCO The north headwall and wing walls have collapsed over a length of approximately 20m. There are 2 two possible proposed options that we will be carrying forward for the design, Option 1: Maintenance Style Repair, Option 2: Enhanced Maintenance style repair.”

Consultation responses

Building Control made no comment, while the parish council raised no objection.

“Building Control 29th April 2025 - No comment. Parish Council 6th May 2025 - No Objection.”

Public comments

One supporter backed the work but requested maintenance and raised drainage, vegetation and historical-description concerns.

“I support the commencement of this work but feel a long-term maintenance plan is needed to avoid the problem happening again. Gravel washed down from Sandhurst Road (visible today onsite) and gulleys left not clear of leaf mould and debris both east and west of Spring Bridge have caused blockages and flooding for years. The south side of the bridge is overgrown with vegetation.”

“Spring Bridge is the correct Listed name and the mention of "Hambrook Bridge" in the supporting document should be removed for historical accuracy. Hambrook Bridge was upstream on the Chelt.”

Officer report

Members’ discussion

Members heard that drainage upgrades should reduce blockages, while timing and traffic arrangements would be handled outside this consent.

“In response to Members’ questions, officers confirmed that: • The application includes a general upgrade to the drainage so should reduce likelihood of blockages to the upstream drainage gulleys to the side of the bridge.”

“It is outside the scope of the application for listed building consent to determine when the work will be carried out and this would be difficult to condition as it is a substantial piece of work that may take some time. Gloucestershire County Council Highways have confirmed that the work will require the A40 to be closed and they will need to determine how to mitigate potential traffic issues.”

Minutes

The vote

Members voted on the officer recommendation, with 10 votes for, none against and no abstentions.

“The matter then went to the vote on the officer recommendation to approve the application.”
