LED tennis court lights at Tennis Courts South West Of Changing Rooms Oaklands Park, Chelmsford

Summary of planning committee decision

Decided by Chelmsford Planning Committee on 4 Nov 2025.

25/00953/FULApproved

What was proposed

The application proposed fence-mounted LED floodlights, minor fencing works and electrical infrastructure to extend use of three tennis courts until 10pm.

“The proposal is to install a fence mounted LED floodlight system to the southeast boundary and the northwest boundary of the tennis courts, including minor fencing works and associated electrical infrastructure.”

“The proposed floodlighting would enable the extended use of three tennis courts in the evening, particularly over the winter months. They are proposed to be in use until 10pm.”

Officer report

The site and surroundings

The three courts are within Oaklands Park, beside homes and a play area, and within the New London Road Conservation Area near Oaklands House.

“The application site is the tennis courts within the southern part of Oaklands Park, south of Oaklands House which is a Grade II Listed Building now in use as a museum. It consists of three playing courts within a walled and fenced rectangular parcel of land.”

“Oaklands House, Park and the courts are all situated within the New London Road Conservation Area.”

Officer report

What officers recommended

Officers recommended approval, finding the design, heritage impact and effect on residential neighbours acceptable, subject to conditions.

“The proposal would be acceptable in design terms and would not impact the New London Road Conservation Area or the setting of Oaklands House. The impact of the floodlights on the amenity of residential neighbours is also acceptable.”

“The application is recommended for approval, subject to the conditions set out at the end of this report.”

Officer report

Officer report

Committee discussion

Members heard about minimal light spillage, fencing height, winter gate arrangements and the expected use of lights only while courts were occupied.

“The Committee considered an application for the installation of a fence-mounted LED floodlighting system at the Tennis Courts, including minor fencing works and associated electrical infrastructure. It was noted that the application was before the Committee, in the interests of transparency, due to a neighbour objection being received and the site being a Council owned asset.”

“In response to questions from members of the Committee, officers confirmed that; - The new fencing would be of the same height as the existing fencing. - The park gates closed at earlier times during Winter and an arrangement would be put in place between the Tennis Club and the City Council’s Parks Team for access. - It was expected that the lights would only be turned on when the courts were in use.”
