Seven-caravan traveller site at Field of Dreams, Barsby Road, South Croxton
Summary of planning committee decision
Decided by Charnwood Plans Committee on 14 May 2026.
The site and surroundings
The site is a 0.27-hectare field in countryside north-east of South Croxton, beside existing traveller pitches, a burial ground and a public footpath.
“The application site lies approximately 500 metres north-east of the built-up residential area of South Croxton, adjacent to South Croxton Cemetery. The South Croxton Conservation Area encompasses the historic core of the village, from which…”
Officer report
Earlier permission and enforcement
An earlier three-pitch application was allowed temporarily on appeal, but an enforcement notice later required the caravan use and associated works to stop and be removed.
“The site has a recent planning history. Most notably, a full planning application in 2016 (P/16/1702/2) sought permission for the change of use of the land to a Gypsy and Traveller site comprising three pitches. The application was refused by the Council but subsequently allowed on appeal in December 2017 for a temporary period of five years.”
“Following the expiry of the temporary permission, an Enforcement Notice was issued requiring the cessation of the unauthorised caravan use of the land, the removal of caravans, associated structures, hardstanding and waste materials, and the restoration of the land to its former condition. Since the temporary permission expired, ownership of the site has changed.”
Officer report
Why officers recommended approval
Officers considered the family’s needs, children’s welfare and lack of alternative pitches sufficiently compelling to outweigh policy conflict and limited countryside harm.
“This conflict with the Development Plan attracts significant weight against the proposal. In addition, the development would introduce a more domestic form of development into the rural landscape, resulting in some harm to the character and appearance of the countryside. Whilst this harm is considered to be limited in extent, it nevertheless creates conflict with policies C1, EV1 and DS4 and adds further weight against the proposal.”
Officer report
The committee’s decision
Planning permission was granted with the report’s conditions, amendments in the extras report and delegated authority to finalise conditions and biodiversity requirements.
“RESOLVED that planning permission be granted subject to the imposition of the conditions and reasons as set out in the report of the Head of Planning and Growth, and as amended in the Extras Report, and that the Head of Planning and Growth, in consultation with the Chair of the Plans Committee, be given delegated authority to determine the final detail of the planning conditions and reasons and to finalise the biodiversity net gain requirements, including the agreed quantum…”
