Summary of planning committee decision

Decided by Charnwood Plans Committee on 5 Mar 2026.

P/22/2109/2Approved

The site and its setting

The site is a 4.95-hectare agricultural field between the railway and a mobile home park, with hedgerows, trees and nearby services.

“Its boundaries are defined by mature hedgerows and trees, except for parts of the western boundary, where the site is separated from the railway line by a palisade style fence. The land within the site falls gently from west to north-east.”

Officer report

Planning history and allocation

The site forms part of housing allocation HA7 and was previously within the boundary of the approved Thorpebury sustainable urban extension.

“The site comprises part of housing allocation HA7 in the Charnwood Local Plan 2021-37. The approximate number of dwellings to be delivered on the entire allocation is 180. The allocation is split by the proposed link road for the ‘Thorpebury’ SUE to the east. Figure 2 - Extract from Policy Map…”

“The area between Barkby Thorpe Lane, Barkby Lane and the railway line are a Green Wedge in the Local Plan (2004), and outside the Limits to Development illustrated on the Proposals Map associated with the Local Plan. The application site was included within the red-line application boundary for the Thorpebury SUE. The Thorpebury approval includes a proposed link road, which would pass east-west on land north of the current application site. 3.”

Officer report

The main planning issues

The assessment considered the allocation, masterplanning, housing, ecology, landscape, design, transport, drainage, amenity and infrastructure contributions.

“The key planning issues applicable to this application are considered to be: • Principle of Development • Masterplan and Design Code • Housing Mix and Affordable Housing • Ecology and Biodiversity • Landscape and Countryside • Impact on Trees • Open Space • Impact on Residential Amenity • Design and Layout • Sustainable Construction • Historic Environment • Highway Matters • Flood Risk and Drainage • Minerals Safeguarding • Planning Obligations / S106 9.”

“The Local Plan 2021-37 Policy DS1 defines a future development strategy for the Borough. It sets out the overall spatial strategy for Charnwood between 2021 and 2037. It takes a hierarchical approach focussed on urban concentration and intensification in the most sustainable settlements, with some limited dispersal to other areas of the Borough. DS1 is supportive of sustainable development within the limits to development and on sites allocated in the plan.”

Officer report

Design and transport concerns

Urban design concerns remained about the development brief, connectivity, footpaths, character, boundaries and whether the wider allocation was sufficiently coordinated.

“Consultation responses 9.2.25 The Council’s Urban Design officer (UD) was consulted. In the officer’s view, there remain several unresolved concerns. He emphasises the need for a more comprehensive and coordinated approach to the site’s development. A further consultation was undertaken on the amended version of 12.2.2026 and comments are awaited.”

“Be locally responsive, drawing on character studies and community engagement. • Provide measurable and enforceable standards to guide Reserved Matters applications. The NPPF (para 133–134) supports the use of Design Codes to ensure high-quality, locally distinctive, and sustainable development.”
